BELGRADE, Serbia-Montenegro -- For the family of Serbia's missing former president, an agonizing three-year wait ended with a phone call from police.

The officer on the line called Friday to say that they had found the body of Ivan Stambolic buried on Mt. Fruska Gora, 40 miles northwest of the Serbian capital. The discovery was made Thursday during the hunt for the killers of Prime Minister Zoran Djindjic.

CLEVELAND (AP) — Jurors in the trial of a man charged with killing 11 women and hiding their remains in and around his home visited the property Monday before opening statements in the high-profile case.

Nearly two-thirds of the horses from the Kaydeross Carousel have been restored after a four-year effort to raise money for the project.

City Commissioner of Public Works Thomas McTygue said 18 of the horses have been redone and the city has received financial commitments to pay for another.

Tools and Tricks Cut Fat From Foods // Out of the Frying Pan

There's a serious quest these days for ways to reduce the fat incooking.

Cooks are mastering a variety of techniques to accomplish this.For instance, instead of high-fat ingredients, many other liquids canbe used to replace the fat in cooking. Meat or vegetables can besauteed in water, defatted chicken stock, vegetable stock, wine orsherry. Nonfat dairy products such as nonfat yogurt, nonfat cottagecheese and nonfat sour cream can be substituted for higher-fatproducts. Fruit purees can be substituted for fat in baking.

Other techniques are also helpful. Having the right nonstickcookware is important when you're not using fat in cooking. Forpan-sauteing, a pan with a T-Fal finish is adequate. Wear-Ever'sSilverstone and top-of-the-line Supra, which are heavycommercial-gauge aluminum pans, are good all-purpose nonstickchoices. Buy these with nonstick interiors and removable handles sothey can be popped into the oven or under the broiler.

A Calphalon griddle, made of heavy-gauge anodized aluminum,works well for cooking pancakes.

Before investing in an expensive set of nonstick cookware, buythe smallest, least expensive saute pan or saucepan to test itsnonstick qualities.

A plastic gravy strainer or fat separator cup with a long spoutcan be used to remove fat from soups, stocks and sauces.

Various cooking methods - such as steaming, microwaving,pressure-cooking and pan-sauteing; steam frying - make the job ofreducing fat easier, too. Or try a variety of baking and grillingtips.

Steaming foods is one of the simplest ways to avoid cooking withfat. You'll need a heavy saucepan with a snug-fitting lid and asteamer insert. This insert is a folding stainless-steel basket,which should be available wherever kitchenware is sold. There are anumber of saucepan-basket combinations on the market that aredesigned to be steamers.

When steaming foods, fill the saucepan with about an inch ofwater, place the food in the steamer basket, cover with the lid andsteam over medium heat. Most vegetables that have been cut intoserving-size pieces will steam in about five minutes. Denser foodssuch as small new potatoes, winter squash and large green beans willtake 10 to 15 minutes.

When cooking these longer-steaming foods, be sure to check thesaucepan to see if more water may be needed. Foods cooked lightly bysteaming instead of boiling keep more of their water-solublevitamins.

When steaming, try using wine instead of water, or add lemonjuice or flavored vinegars to the water. Steaming liquids can beseasoned with garlic, onions, leeks, whole peppercorns, bay leavesand fresh and dried herbs such as basil, oregano, thyme and dill.

Microwaving is another way to preserve the vitamin content andflavor of foods while cutting down on fat, since microwave ovens cookfoods quickly, many in their own natural moisture.

Pressure cookers cook with superheated steam under high pressureand can cut the preparation time of many foods from 50 to 70 percent.The moist steam reduces the need for fat in cooking, and vitamins andminerals are retained because pressure-cooked food cooks quickly andis insulated from oxygen.

Unlike old-fashioned pressure cookers, the newest models havevalves that are fully automatic, quiet and self-regulating. Thevalve automatically releases excess air when pressure is too high.

You can pan-saute; steam fry foods even when not using fat bysubstituting small amounts of other liquids such as nonfat,low-sodium chicken broth, vegetable broth, fruit or vegetable juice,vinegar, lemon juice, water or wine.

Use a nonstick pan with a treated finish. To saute, place thepan over medium-high heat. Add liquid and bring it to a sizzle. Addfood and stir quickly, making sure all the ingredients are cookedevenly. To "brown" food, let all the liquid cook down until the foodstarts to brown. Deglaze the pan by adding a little liquid after thefood is cooked.

When baking, you can cut fat calories by avoiding the need tooil baking pans. Buy high-quality nonstick bakeware or line panswith baking pan liners. These may be in the form of reusableparchment paper, which is available in rolls and in precut round andsquare shapes of various sizes at most kitchen supply stores.

Another good choice is the Magic Baking Sheet made by VonSnedaker. This sturdy, reusable product wipes clean and is truly"nonstick." When using muffin tins, use paper liners. If you must oil abaking pan, use nonstick vegetable cooking spray and spray thesurface as lightly as possible. Or, fill an inexpensive plasticspray bottle with olive oil or canola oil to use for this purpose.

While baked goods made without fat will never duplicate theflavor and texture of those prepared with fat, fat-free baking canyield an array of treats to satisfy your sweet tooth. Many recipesreplace fat or shortening with banana puree, applesauce or prunepuree. This adds the nutrients and fiber in the fruit as well asreducing fat. Wrap baked goods made without fat in plastic wrap andrefrigerate them since they'll get stale more quickly.

Test baked foods for doneness instead of relying on suggestedbaking times since your oven temperature may not be identical tothose in which recipes were tested.

When grilling foods, try using fat-free Italian dressings orlemon juice as a marinade to avoid fat calories.

Some fat-free dressings are packaged in dried form to be mixedat home. But here are some fat-free dressings you can make fromscratch. Los Angeles Times Syndicate Basic Italian dressing Makes 3 cups

2 tablespoons arrowroot or cornstarch

2 cups water, divided

1/2 cup white wine vinegar

1/4 cup minced green bell pepper

2 scallions, minced

2 cloves garlic, peeled and minced

2 tablespoons Dijon mustard

1 tablespoon honey

1 tablespoon chopped fresh parsley

1/2 teaspoon paprika

1/4 teaspoon black pepper 1. Dissolve arrowroot in 1/4 cupwater. Bring remaining 1 3/4 cups water to a boil. Stir indissolved arrowroot and whisk until clear. Let cool. 2. Stir in remaining ingredients. Dressing can be refrigerated for2 days. Use as a marinade for grilled foods or as a dressing formixed green salads. Honey-mustard dressing Makes about 1 cup

Dancing to digital's tune

Although a fan of jazz and pop music, 24-year-old Zhang Wei, whoworks in a UK consulting company in Beijing, confessed that sherarely buys CD except for her favorite musicians: Norah Jones andLeehom Wang, a pop singer from Taiwan.

Instead, she simply goes online and downloads music. For herfavorite musicians, she also downloads demo versions before looseningher purse strings for a CD.

"Although I am their loyal fan, not every single song of theirsinterests me," Zhang says. "Sometimes, only one particular tracksounds interesting in a whole album."

Zhang used to listen to cheap pirated CDs or music radios as apoor student. Downloading music from the Internet is "free andconvenient" to Zhang, who likes to kill time listening to MP3s whilecommuting.

Yue Zuhong, 25, who works at MTV-Asia, often downloads music fromwebsites like Baidu.com, because it saves time to find a song. "Justinput the names, and bang, they are all there."

The popularity of digital music among young Chinese was recentlyconfirmed in a survey by market research company, Synovate. In March,Synovate polled 3,857 urban respondents aged 15 to 34 about theirmusic habits, activities and attitudes in ten Asian markets includingChinese mainland, Hong Kong, South Korea and Singapore.

The survey shows that in February, 84 percent of Chinese consumershave played music on a computer, 72 percent on an MP3 and 39 percenthave downloaded and saved a song to their mobile phone.

The survey also shows that 63 percent of Chinese respondentsdownloaded a song without paying for it and 38 percent used a file-sharing program to share music with others.

Facing the popular digital music trend, the Chinese music industryhas changed its attitude from denial to eager participation.

In 2005, seven major record companies who have branches in Chinasuch as Sony, EMI, Universe and Warner, sued Baidu.com, a Chinesesearch engine company, for illegally providing free online music anddownload service.

The record companies were unsuccessful in this case. The BeijingNo 1 Intermediate People's Court ruled in November 2006 that Baidu isa search engine service provider that links all available websitesincluding illegal ones who post pirate music on their websites,therefore Baidu shouldn't take full responsibility for it.

On January 16, 2007, EMI authorized Baidu to provide all of itsChinese songs to the public for free, in return for sharing Baidu'sadvertising income.

"Rather than getting involved in endless dispute, it would be awise change for record companies to cooperate with digital media likeBaidu," said Huang Weixiang, chairman of EMI China.

Music copyright has always been an important issue in the industrywith the biggest concern being who will pay for music in the future.

The global music industry looks at China as an ideal experimentalfield to launch a revolution, says Song Ke, CEO of Taihe Rye Music CoLtd, which was founded in 2004 as a joint venture of Rye MusicProducing Company and Taihe Media. Prior to this role, Song was achief music executive at Warner Music.

"China is a newcomer to the modern music industry and we are allfreshmen," Song explains. "The positive side is that we accept newthings fast and easily." But Song says the downside is that peoplewill not pay as long as they can still obtain free music. "The keypoint is to explore potential market and operate properly," Songsays.

The Synovate survey reveals that 14 percent of the Chineserespondents have paid to download music online - the same as theregional average.

Zhang Wei prefers free music, but she would accept paying smallmoney for quality works and services. She has subscribed to a servicefor mobile phone ringtone downloads, which charges 10 yuan ($1.30) amonth.

Ringtone is a new member of digital music industry, but it hasalready generated a market around 5 billion yuan ($649 million) thisyear, Song says.

Ringtone was born in South Korea and considered as a toy at first,Song says. However, it is estimated that the overall revenue ofringtone could reach 7 billion yuan ($909 million) in China in 2007.

The Synovate survey reveals that 65 percent of Chinese respondentsare ready to replace their mobile digital music player with a music-playing mobile phone.

"Ringtone has been the most profitable business of my company andthere is still a large potential market," Song says.

Besides consumers, new technology has also provided greatopportunities for musicians. Yue Zuhong used to play bass in a localband in Xi'an of Northwest China's Shaanxi Province. He says thatwidespread adoption of digital technology enables musicians todistribute their work widely to the public through the Internet.

"We'll find more popular songs by individual musicians from musicwebsites and private blogs," Yue says. "New technology helps giftedmusician succeed."

In 2001, Xue Cun, a musician from Northeast China, put his trackAll Northeasterners are Living Lei Feng on the Internet. Manyanonymous artists created hilarious flash pieces to match the song'shumorous lyric and lively rhythm, which made this song popular allover China. Xue Cun has since signed up with a Beijing company toproduce albums.

Nowadays, more and more music lovers put their works on the weband record companies have also spotted and signed contracts withthem.

Song says it's possible that all wireless digital music deviceswould integrate into a mobile phone and a home entertainment systemconnected to broadband. But it's hard to predict how the digitalmusic industry will develop.

"One thing is for sure: human beings will need music forever,"Song says. "I am confident with the future of digital music inChina."

NSW: Man charged with Sydney gang rape refused bail

SYDNEY, April 15 AAP - A man charged with gang raping a teenage girl in Sydney's west
in August 2000 was today refused bail.

The man, who can be referred to only as T, has been charged with one count of aggravated
gang rape and one of detaining for sexual advantage in relation to an attack on an 18-year-old
girl at Bankstown on August 30, 2000.

He unsuccessfully applied for bail in the NSW Supreme Court today.

The Crown submitted the now 20-year-old should not be granted bail because of the strength
of its case, the seriousness of the offence and the high probability he would not appear
in court.

But his counsel, Avni Djemal, said T had strong family ties and had turned up at court
on other occasions while on bail.

Justice Greg James refused bail but said the judge presiding over T's trial may reconsider
the application.

"Bail might be appropriately granted during the time of the trial," he said.

T will stand trial in the NSW District Court on May 31.

The trial is expected to take two weeks.

SYDNEY, Dec 9 AAP - One person's trash may be another's treasure but so might somebody
else's lost property.

More than 600 categories of unclaimed items, left at railway stations and on trains,
were auctioned by the State Rail Authority (SRA) in Sydney today.

Binoculars, lawn bowls, records, and even a wrestling video and "retro-stripe silk-look
tracksuit" were part of the loot up for sale, a spokesman said.

A Royal Albert China tea set also featured, along with a Royal Doulton "Harry Potter" figurine.

And if you thought you were the only one this winter to leave your umbrella behind
on the train, think again.

So many of them turned up - nearly 400 - they had to be auctioned in scores.

In the Australiana category were items including a didgeridoo, Dryzabone jacket and
even a swagman's swagbag.

A box of assorted lingerie was sure to have raised a few eyebrows, while a bag of foreign
currency would probably have been among the more profitable bids.

But it was a classic 1976 Maton acoustic guitar which stole the day, selling for $1,800.

Around 300 people turned out for the auction, and SRA Lost Property said word of the
sale revived inquiries about long-forgotten items.

Property was kept for at least two months before becoming part of the auction, normally
held twice a year.

All proceeds would go back to the Lost Property division, the SRA said.

CANBERRA, April 4 AAP - A private member's bill to block embryonic stem cell researchwould be morally bankrupt, Queensland Premier Peter Beattie said today.

He said stem cell research was already allowed in both Queensland and NSW so neitherstate was relying on template federal legislation, to be discussed at tomorrow's Councilof Australian Governments' (COAG) meeting.

Victoria is pushing for complementary federal and state legislation but Premier SteveBracks has also threatened to go it alone if the Commonwealth refused to back embryonicstem cell research.

"We're not talking about creating embryos specifically for stem cell research, we'retalking about surplus embryos that are left over after IVF," Mr Beattie said on arrivalat Canberra Airport.

"No legislation prevents it, so it's all systems go as far as we're concerned.

"We're either Luddites or we're enlightened, that's the choice here, and these surplusembryos are dying anyway."

He said there was no moral, ethical or logical reason to prevent them being used for research.

Mr Beattie condemned a proposal by new Tasmanian Liberal senator Guy Barnett to putforward a private member's bill aimed at stopping the states engaging in such research,despite his father dying from motor neurone disease and himself suffering adult-onsetdiabetes that his children could inherit.

"I just think it's morally and ethically bankrupt," Mr Beattie said.

NSW: Police seek witnesses to hit and run

SYDNEY, Aug 27 AAP - Police are seeking witnesses to a hit and run accident in Sydney's
northwest that has left a teenage girl in hospital.

A 16-year-old girl was thrown 17 metres on impact when she was hit by a car on the
Pacific Highway at Gore Hill about 9pm yesterday, police said.

The car failed to stop and continued driving south along the highway.

The girl was taken to Royal North Shore Hospital where she is in a satisfactory condition,
a police spokeswoman said.

Witnesses told police the car could have been a 1984 silver Toyota Celica.

Other witnesses are being urged to contact police.

MELBOURNE, Aug 24 AAP - Young people who toyed with home-made explosives should be aware
their experiments were not only potentially lethal but criminal, police warned today.

A teenager and a 10-year-old have already died this year handling home-made bombs, and
yesterday a 15-year-old Melbourne boy became the latest victim of backyard experiments, losing
a thumb and two fingers on his left hand.

Four teenagers had been working on an explosive device in a caravan in Martin Place,
Cranbourne, in Melbourne's outer south-east, last night.

Arson Squad Detective Senior Sergeant Mick Hughes said today the latest tragedy highlighted
the dangers of experimenting with explosives.

"I personally am looking at two incidents where we may have to take criminal action out of
those events," Snr Sgt Hughes told reporters.

"That highlights to the families - they suffer enough with the initial event and then
criminal proceedings may follow that."

The most recent death, that of 17-year-old Hylton Chislett, from Swan Hill, in the state's
north, also involved teenage boys building pipe bombs.

In that incident in July, one other boy, aged 16, lost a finger and suffered shrapnel
damage and a third, aged 18, serious abdominal injuries.

In March 10-year-old Melbourne boy Cameron Hall was killed when a soda siphon gas bulb blew
up in a fire and metal fragments embedded in his head.

His father said he learned at a scouts camp how to use the bulbs to power home-made
rockets.

Snr Sgt Hughes said many young people did not even consider they were liable to serious
criminal charges - such as conduct endangering life - that could result in heavy jail
sentences.

But he thought most were naive rather than stupid, and it was impossible to stop people
experimenting or getting information through channels such as the Internet.

Sgt Hughes also said the media had to act responsibly, pointing out that a recent episode
of popular television series SeaChange had shown shown a home-made rocket being built and
fired.

"I think education and legislation are probably the key," he said.

"We've got to get across to them the dangers and the consequences of their own actions -
how would they feel ... if their best friend is killed.

"It's a weight that they'll keep for the rest of their lives."

SYDNEY, Aug 26 AAP - Veteran ABC journalist Paul Lockyer has been remembered as an
exceptional man, humble and modest, whose work changed the lives of rural Australians.

Hundreds of people joined Lockyer's wife and sons at St Ignatius College Chapel at
Riverview on Friday to farewell the 61-year-old, who was killed with cameraman John Bean
and pilot Gary Ticehurst when their helicopter crashed in South Australia's outback last
week.

They had been filming a documentary on Lake Eyre filling with water when their helicopter
crashed in the Cooper Creek area on August 18.

Lockyer's sons, Jamie and Nick, gave moving and at times humorous eulogies, in which
they remembered him as "the best father" and "tragic spoon player".

Both men spoke reminiscently of happy childhood years spent playing backyard cricket,
tennis and catch with their dad.

"He loved the little things in life, and I think that's what made him the world's greatest
dad," his son Nick said.

"I couldn't have asked for a better role model ... rest assured, you've left Mum in good hands."

"All up, I will miss Dad's love and compassion, Australia will miss his stories and
the world will miss a man's greatness," his son Jamie said.

Born in Corrigin, 250km east of Perth, Lockyer started at the ABC's Perth office in
1969 before moving to Sydney and then to Canberra in 1976, where he covered the fallout
from the dismissal of the Whitlam government.

In a career spanning more than 40 years, he worked as a correspondent in Washington
and throughout Asia and won a Logie Award for best TV reporter.

NSW farmer Michael O'Brien, who featured in many of Lockyer's news reports, said Lockyer's
work brought the problems of rural Australia to urban Australia.

This led to federal and state government funding to help save farmers from drought, he said.

"Paul Lockyer was an exceptional man," Mr O'Brien said.

"He gave rural Australia a new outlook, he gave them hope. There was a spring in their
step because someone else was helping to fight the battle against nature."

Several high-profile journalists were among the mourners, including Kerry O'Brien,
George Negus, Geraldine Doogue, Chris Masters and former Channel Nine music director,
Geoff Harvey.

"If you dropped a bomb on this church today, you'd lose a lot of the best journalists
in Australia," close friend and journalist Ray Martin told reporters.

"That's a tribute to Paul."

In a eulogy, Martin described "Lockers" as a "humble bloke" who had "characteristic
flair and a gentle storyteller's touch".

Among the "amazing tributes" that had flowed in for his father in the past week, Nick
recalled an interview with ABC veteran Masters.

Masters had said Lockyer's death was made worse by the fact that he was about to become
a grandfather.

"I can assure you, that was not the case," Nick said amid laughter from the congregation.

Speaking outside the service, Masters, a recent grandfather himself, laughingly apologised
for "prematurely imposing parenthood on young Nick".

"I will miss his company," Masters told reporters, speaking of his colleague.

Kerry O'Brien described Lockyer as a "special human being".

"We rush to superlatives at times like this... but you can't overuse a superlative
for Paul Lockyer," O'Brien said.

CANBERRA, Feb 15 AAP - Australian television and film producers are concerned the sector
could go under without an increase in tax incentives aimed at encouraging investment.

The federal government is preparing to release the findings of its review of the screen
sector, which has been hit by the global financial crisis and a rising Australian dollar.

The review, set up by former arts minister Peter Garrett, is looking at the effectiveness
of funding and policies, including three tax offsets introduced in 2007.

There is a tax rebate of up to 40 per cent for producers who make Australian feature
films, television and other projects, and a 15 per cent location and post-production tax
rebate for foreign films made in Australia.

Industry stakeholders say they are no longer internationally competitive, mainly due
to the rising Australian dollar which has been on parity with the greenback for months.

There are concerns that because the incentives are linked to the tax system they are
not sufficiently timely, and lead to interest costs on financing.

The location rebate, while similar to the levels offered in New Zealand and United
Kingdom, also falls well below rates in Canada, the United States and eastern Europe.

Ausfilm, representing the private and government screen sector groups, says the location
rebate needs to be increased to 30 per cent.

It also want a requirement that foreign productions spend 70 per cent of their budgets
in Australia to qualify, to be removed.

While this has been promised, it hasn't been legislated yet.

Ausfilm, in its submission to the screen review, noted that foreign features dropped
to less than one per cent of film production expenditure in 2008/09.

Narnia was the only big-budget US film shot in Australia during the past few years.

"Australia is now facing a sustained period without international film production activity,"

the submission warned.

It cited a PricewaterhouseCoopers analysis that showed a boost to location incentives
would pump more than $1.8 billion into the economy over 10 years.

The group representing screen producers in Victoria voiced similar concerns, saying
foreign investment had historically helped to offset "compromised domestic budgets".

"When this market becomes insignificant, the industry becomes unsustainable," Screen
Services Association of Victoria wrote in its submission to government.

Arts Minister Simon Crean refused to pre-empt the review but acknowledged the concerns.

"There is an ongoing commitment because we want to develop and showcase our internationally
renowned creative talent," a spokesperson for the minister told AAP.

Mr Crean is expected to release the review's findings later this week.

Greens leader BOB BROWN says while a majority of Australians might support nuclear
power .. most wouldn't want to see a plant near their homes.

A number of Labor MPs and senators .. including Senator STEVEN HUTCHINS .. have suggested
the ALP should reconsider its ban on nuclear power in Australia.

Senator BROWN's suggested Senator HUTCHINS nominate a site for a nuclear plant in his
home state of New South Wales .. and see if local support the idea.

He also says nuclear power is too expensive and would be damaging to the environment.

Federal Treasurer WAYNE SWAN says more than 70 per cent of Australians use a tax agent
to prepare their tax returns .. a sure sign the system's too complex.

He says the long-awaited Henry tax review to be released next Sunday will aim to make
the tax system fairer and simpler .. for a modern economy.

Speaking from Washington .. Mr SWAN's told Sky News we need to have a mature discussion about it.

He says much of what's been written about a proposed federal resources rent tax on
mining industry is inaccurate .. and he's urged everyone to wait for the full report.

JULIA GILLARD's refused to speculate on another interest rate rise in February after
yesterday's positive jobs figures.

But the Employment minister's once again reminded Australians rates won't stay at what's
been called emergency levels forever.

The improvement in the jobless rate has increased the odds of the Reserve Bank implementing
a fourth consecutive rate rise when it meets in February.

Ms GILLARD's also told ABC TV she'd be delighted if the government's forecast of 6.75
per cent unemployment by the middle of next year proved to be wrong .. but for now they're
sticking with that prediction.

SA: SA teachers lowest paid in nation: AEU

ADELAIDE, Aug 3 AAP - South Australia's public school teachers say they're the lowest
paid in the nation as their union starts an arbitration hearing over a pay claim.

Teachers and the state government have been at loggerheads over a new enterprise agreement
for more than a year.

After a series of offers and compromises, negotiations broke down late last year, leaving
the matter to be determined by arbitration, which started on Monday in the Industrial
Relations Commission.

The arbitration follows the commission awarding teachers an interim 3.75 per cent rise
in February.

In their full claim, teachers have asked for a 21 per cent pay rise over three years,
against the government's best offer of 14.2 per cent over the same period.

The Australian Education Union's South Australian president, Correna Haythorpe, said
the state's teachers were "by far the lowest paid in Australia".

"By the time this issue is resolved, other states will be moving ahead, having recognised
the need for attractive salaries and conditions in order to keep quality staff," she said
outside the arbitration hearing.

"Lengthy delays by the government in resolving this dispute are very regrettable."

The arbitration hearing was expected to continue at least two days.
